一、項(xiàng)目背景
重慶理工大學(xué)是中國最早開設(shè)知識產(chǎn)權(quán)本科專業(yè)的院校之一，中國國家知識產(chǎn)權(quán)培訓(xùn)（重慶）基地——重慶理工大學(xué)是經(jīng)中國國家知識產(chǎn)權(quán)局批準(zhǔn)在重慶設(shè)立的唯一的知識產(chǎn)權(quán)人才培訓(xùn)機(jī)構(gòu)。重慶理工大學(xué)重慶知識產(chǎn)權(quán)學(xué)院作為中國中西部地區(qū)最早設(shè)立的知識產(chǎn)權(quán)學(xué)院，具體負(fù)責(zé)知識產(chǎn)權(quán)本科專業(yè)、知識產(chǎn)權(quán)管理碩士點(diǎn)、MBA（知識產(chǎn)權(quán)與科技管理方向）、中國國家知識產(chǎn)權(quán)培訓(xùn)（重慶）基地、“一帶一路”知識產(chǎn)權(quán)與創(chuàng)新發(fā)展研究院的建設(shè)和運(yùn)行。
秉承“和平合作、開放包容、互學(xué)互鑒、互利共贏”的絲綢之路精神，為了促進(jìn)中國與“一帶一路”沿線國家在知識產(chǎn)權(quán)創(chuàng)造、運(yùn)用和保護(hù)方面的交流，推動(dòng)知識產(chǎn)權(quán)制度在更大范圍、更高水平、更深層次的合作，共同打造開放、包容、均衡、普惠的知識產(chǎn)權(quán)與創(chuàng)新發(fā)展合作架構(gòu)，中國國家知識產(chǎn)權(quán)培訓(xùn)（重慶）基地——重慶理工大學(xué)申請并獲批“重慶市人民政府外國留學(xué)生市長獎(jiǎng)學(xué)金絲路項(xiàng)目”。
該項(xiàng)目曾于2019年舉辦，共有來自英國、波蘭、俄羅斯、烏克蘭、埃及、埃塞俄比亞、泰國、老撾、印度尼西亞等14個(gè)國家的學(xué)員參加。2021年，本項(xiàng)目擬面向“一帶一路”沿線國家招收學(xué)員24人，通過網(wǎng)絡(luò)方式參加“一帶一路”創(chuàng)新與知識產(chǎn)權(quán)保護(hù)中高級管理人員研修班項(xiàng)目學(xué)習(xí)。
二、目標(biāo)
本項(xiàng)目旨在為學(xué)員提供知識產(chǎn)權(quán)與創(chuàng)新發(fā)展的國際化視角，深入討論知識產(chǎn)權(quán)創(chuàng)造、運(yùn)用和保護(hù)實(shí)踐。具體體現(xiàn)為讓學(xué)員充分掌握知識產(chǎn)權(quán)理論知識、知識產(chǎn)權(quán)典型案例、企業(yè)知識產(chǎn)權(quán)管理實(shí)踐以及知識產(chǎn)權(quán)國際保護(hù)經(jīng)驗(yàn)。
三、項(xiàng)目概況
1、舉辦形式和時(shí)間
特別提示：
（1）本次課程為網(wǎng)絡(luò)教學(xué)，直播時(shí)間以北京時(shí)間為準(zhǔn)。
（2） 與北京時(shí)間時(shí)差在2個(gè)小時(shí)以內(nèi)的，請參加線上直播教學(xué)。
（3）與北京時(shí)間時(shí)差2個(gè)小時(shí)以外的，只提供錄播課程視頻。

來自中國高校、中國國家知識產(chǎn)權(quán)局、法院、企業(yè)等部門的知識產(chǎn)權(quán)資深專家。
4、主要課程內(nèi)容
（1）理論教學(xué)
主要分為專業(yè)教學(xué)和中國歷史和文化簡介。專業(yè)教學(xué)主要內(nèi)容涉及中國知識產(chǎn)權(quán)與創(chuàng)新發(fā)展、我國及重慶知識產(chǎn)權(quán)發(fā)展動(dòng)態(tài)、專利法、商標(biāo)法、著作權(quán)法、反不正當(dāng)競爭法、地理標(biāo)志、新型知識產(chǎn)權(quán)、企業(yè)知識產(chǎn)權(quán)管理實(shí)務(wù)、中國知識產(chǎn)權(quán)運(yùn)營實(shí)踐、中國知識產(chǎn)權(quán)保護(hù)等內(nèi)容。同時(shí)還包括中國歷史與文化、重慶歷史與文化、重慶非物質(zhì)文化遺產(chǎn)、中國文化體驗(yàn)等內(nèi)容。
（2）實(shí)踐教學(xué)
通過“在線直播+錄播云平臺”授課教學(xué)，組織、督促學(xué)員線下實(shí)操。主要由學(xué)員進(jìn)行專利檢索、專利分析、商標(biāo)檢索、版權(quán)登記、模擬庭審等環(huán)節(jié)組成。
（3）特色活動(dòng)
①“一帶一路”國家知識產(chǎn)權(quán)制度在線研討會。邀請與中國時(shí)差同步或趨近同步的學(xué)員與國家知識產(chǎn)權(quán)局、重慶知識產(chǎn)權(quán)局、企業(yè)代表共同分享各自國家的知識產(chǎn)權(quán)法律制度和企業(yè)知識產(chǎn)權(quán)管理經(jīng)驗(yàn)；搭建重慶企業(yè)與“一帶一路”國家溝通和交流的平臺；現(xiàn)場為重慶企業(yè)解決知識產(chǎn)權(quán)問題。
②結(jié)業(yè)案例展示。學(xué)員運(yùn)用所學(xué)知識探討中國新近發(fā)生的案例，充分展示一個(gè)月的培訓(xùn)效果。

1、申請要求
（1）身心健康的“一帶一路”沿線國家人士；
（2）1年以上從事知識產(chǎn)權(quán)工作經(jīng)歷，年齡不超過45周歲；
（3）英語水平：具有正常生活學(xué)習(xí)交流的中等英語水平；
（4）能自覺遵守中國的法律法規(guī)和重慶理工大學(xué)的相關(guān)規(guī)定；
（5）具有通過網(wǎng)絡(luò)進(jìn)行在線學(xué)習(xí)的條件；
注意：請充分考慮與中國的時(shí)差問題。

截至2021年9月20日。

（1）《重慶理工大學(xué)外國留學(xué)生入學(xué)申請表》
申請者個(gè)人普通護(hù)照復(fù)印件（個(gè)人信息頁）；（用于核實(shí)身份，如無，建議提供有法律效力的身份證明）。
（2）最后學(xué)歷證明復(fù)印件
（3）申請人所在單位的推薦函
（4）中國駐外使領(lǐng)館認(rèn)證的無犯罪記錄證明
注：除上述申請材料外，必要時(shí)重慶理工大學(xué)國際合作與交流處可要求申請者提供補(bǔ)充材料。無論錄取與否，以上申請材料一律不予退還。

六、錄取與注冊
重慶理工大學(xué)對申請材料真實(shí)性、申請人資格進(jìn)行核查，一經(jīng)發(fā)現(xiàn)弄虛作假的情況，將不予受理申請。重慶理工大學(xué)重慶知識產(chǎn)權(quán)學(xué)院對申請人的學(xué)業(yè)成績、學(xué)術(shù)成果、經(jīng)濟(jì)能力、學(xué)歷背景、語言能力等開展考核評價(jià)。
重慶理工大學(xué)將根據(jù)規(guī)定公示擬錄取學(xué)生名單。
學(xué)校將擬錄取學(xué)生的相關(guān)資料提交上級部門審批。
審批通過后，學(xué)校通過電子郵箱發(fā)送正式的《重慶理工大學(xué)錄取通知書》給申請人。被錄取者應(yīng)持普通護(hù)照、《重慶理工大學(xué)錄取通知書》按通知書上規(guī)定的時(shí)間在線上辦理入學(xué)報(bào)到手續(xù)等相關(guān)手續(xù)。

Admission Guide to 2021 "One Belt One Road" Online-Seminar on Innovation & Intellectual Property Protection for Intermediate & Senior Managers
A. Project Context
Chongqing University of Technology is one of the first universities in China to offer undergraduate majors in intellectual property. The National Intellectual Property Training (Chongqing) Base of China-Chongqing University of Technology is the only intellectual property talent training institution established in Chongqing with the approval of China National Intellectual Property Administration. Chongqing Institute of Intellectual Property under Chongqing University of Technology, as the earliest intellectual property school established in the central and western regions of China, is responsible for construction and operation of undergraduate majors in intellectual property, master's degree in intellectual property management, MBA (intellectual property and technology management), and China's National Intellectual Property Training (Chongqing) Base, "One Belt One Road" Intellectual Property and Innovation Development Research Institute.
Adhering to the Silk Road spirit of “peaceful cooperation, openness and tolerance, mutual learning, mutual benefit and win-win result”, China’s National Intellectual Property Training (Chongqing) Base -Chongqing University of Technology has applied for "Chongqing Municipal People's Government Mayor Scholarship for Foreign Students of Silk Road Project" and been granted with an aim to promote the exchanges between China and countries along the “Belt and Road” in creation, application and protection of intellectual property rights and promote the development of the intellectual property system at larger scale, higher level, and deeper level of cooperation for an open, balanced, and inclusive intellectual property and innovation development cooperation framework with joint effort.
The project was held in 2019, with participants from 14 countries including the United Kingdom, Poland, Russia, Ukraine, Egypt, Ethiopia, Thailand, Laos, and Indonesia. This project plans to recruit 24 trainees from countries along the “Belt and Road” regions in 2021 to participate in the “Belt and Road” online-seminars on innovation and intellectual property protection for intermediate & senior managers.
B. Objectives
This project aims to provide students with an international perspective on the development of intellectual property and innovation, and to discuss in-depth intellectual property creation, application and protection practice, offering the trainees intellectual property theoretical knowledge, typical intellectual property cases, corporate intellectual property management practices, and experience in international intellectual property protection.
C. Project Overview
1.Time & Teaching Arrangement
Special Notes:
(1) This course is online teaching, and the live broadcast time is subject to Beijing time.
(2) If the trainees’ local time difference with Beijing time is within 2 hours, please participate in online live teaching.
(3) In the case of a time difference of more than 2 hours from Beijing time, recorded course videos will be provided only.

Senior intellectual property experts from Chinese universities, China National Intellectual Property Administration, courts, enterprises etc.
4. Major Curricula
（1）Theory Training
The courses are mainly divided into professional teaching and introduction to China, history and culture. Professional teaching involves the development of China's intellectual property and innovation, the development of intellectual property rights in China and Chongqing, patent law, trademark law, copyright law, anti-unfair competition law, geographical indications, new intellectual property rights, corporate intellectual property management practices, and Chinese intellectual property right operation practices, China's intellectual property protection, etc. China’s history and culture, Chongqing history and culture, Chongqing intangible cultural heritage, Chinese cultural experience, etc. are included in the curricula as well.
（2）Practice Training
Organize and supervise the offline practice operation by students through the "online live broadcast + recording cloud platform" teaching arrangement. This step is to instruct trainees to conduct patent search, patent analysis, trademark search, copyright registration, and mock trial.
（3）Featured activity:
① "One Belt One Road" online seminars on national intellectual property system . Invite trainees whose time difference is close to China Time to share with the China National Intellectual Property Administration, Chongqing Intellectual Property Office, and enterprise representatives regarding national intellectual property legal system and enterprise intellectual property management experience of their respective countries, and establish communication platform between Chongqing enterprises and the "Belt and Road"countries, address intellectual property issues for Chongqing enterprises on the spot.
② Graduation case display. The trainees shall apply the knowledge they have learned from this training to explore recent cases in China, and fully demonstrate the achievement of the one-month training.

1.Application Requirement
（1）Healthy friends from countries along the “Belt and Road” regions who are familiar with and friendly to China;
（2）More than 1 year of working experience in intellectual property rights, under the age of 45;
（3）English Proficiency Level: Intermediate Level for regular learning，living and communicating in English;
（4）Able to abide by Chinese laws, regulations, and relevant regulations of Chongqing University of Technology;
（5）Have the access to online learning through Internet.
Note: Please fully consider the time difference with China Time.

（1）"Chongqing University of Technology Application Form for Foreign Students"；
（2）A copy of the applicant's ordinary passport (personal information page); (used to verify identity. It is recommended to provide a legal identity certificate if passport is not available)；

（4）Recommendation letter from the applicant’s working place；
（5）Certificate of Non-criminal Record certified by the Chinese embassy abroad.
Note: In addition to the above application materials, the International Cooperation and Exchange Office of Chongqing University of Technology may require applicants to provide supplementary materials when necessary. The above application materials will not be returned regardless of admission result.

F. Admission and registration
Chongqing University of Technology will verify the authenticity of the application materials and the qualifications of the applicants. Any falsification found shall lead to rejection of the application. Chongqing Institute of Intellectual Property, Chongqing University of Technology shall conduct assessment and evaluation of applicants' academic performance, academic achievements, academic background, language proficiency, etc.
Chongqing University of Technology shall release the list of students admitted in accordance with regulations.
The university shall submit relevant materials of the students to higher-level department for approval of admission.
Once admitted, Chongqing University of Technology shall send an official "Chongqing University of Technology Admission Notice" to the applicants via email. Admitted applicants should use ordinary passports and the "Chongqing University of Technology Admission Notice" to finish relevant procedures for admission online within the time specified in the notice.
