活動(dòng)背景：

Background

知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)是指權(quán)利人充分運(yùn)用知識(shí)產(chǎn)權(quán)的確權(quán)和保護(hù)等制度，利用知識(shí)產(chǎn)權(quán)獲得財(cái)產(chǎn)收益的專(zhuān)業(yè)化管理。這是近年來(lái)的新興領(lǐng)域，美歐日在該領(lǐng)域的理論和實(shí)踐皆處于領(lǐng)先地位，這也是我國(guó)企業(yè)每年不得不向海外支付高昂知識(shí)產(chǎn)權(quán)使用費(fèi)的重要原因。我國(guó)尚處于逐步發(fā)展?fàn)顟B(tài)。從全國(guó)范圍內(nèi)注冊(cè)“知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)”公司數(shù)量來(lái)看，近3年逐年翻倍增加。

2016年底，國(guó)家知識(shí)產(chǎn)權(quán)局專(zhuān)利管理司司長(zhǎng)雷筱云表示，“經(jīng)過(guò)兩年多的不斷探索，知識(shí)產(chǎn)權(quán)與創(chuàng)新資源、產(chǎn)業(yè)發(fā)展、金融資本正在逐步有效融合，我們也初步構(gòu)建了平臺(tái)、機(jī)構(gòu)、資本、產(chǎn)業(yè)四位一體的知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)服務(wù)體系，全國(guó)的知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)業(yè)態(tài)正在逐步發(fā)展?！崩左阍七€指出，當(dāng)前，創(chuàng)新成為引領(lǐng)發(fā)展的第一動(dòng)力，如何通過(guò)發(fā)展知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)服務(wù)業(yè)來(lái)加速知識(shí)產(chǎn)權(quán)與產(chǎn)業(yè)創(chuàng)新和經(jīng)濟(jì)發(fā)展的融合，如何通過(guò)知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)為產(chǎn)業(yè)發(fā)展裝上強(qiáng)有力的芯片，是我們推進(jìn)供給側(cè)結(jié)構(gòu)性改革、提升產(chǎn)業(yè)發(fā)展層次過(guò)程中需要解決好的一個(gè)新課題。

菊?qǐng)@新區(qū)作為上海建設(shè)全球有影響力科創(chuàng)中心重要承載區(qū)的核心功能區(qū)，近兩年來(lái)一直致力于打造以知識(shí)產(chǎn)權(quán)為主的科技服務(wù)業(yè)集聚區(qū)，吸引了上海盛知華、南京縱橫、超凡股份、深圳君盛等一批優(yōu)質(zhì)知識(shí)產(chǎn)權(quán)服務(wù)企業(yè)。為了進(jìn)一步提升創(chuàng)新核心功能區(qū)、科技服務(wù)業(yè)集聚區(qū)的品牌知名度和影響力，將聯(lián)合中國(guó)知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)聯(lián)盟、知識(shí)產(chǎn)權(quán)產(chǎn)業(yè)媒體IPRdaily、容橙（上海）知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)有限公司等舉辦“2017中國(guó)知識(shí)產(chǎn)權(quán)商業(yè)化運(yùn)營(yíng)大會(huì)”，邀請(qǐng)國(guó)內(nèi)外專(zhuān)家共同討論、推進(jìn)中國(guó)知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)進(jìn)程。

Intellectual property commercial operation ("IPCO") refers to the professional management of intellectual property rights, especially those relating to the use of intellectual property for financial gains, in order to make the best use of the systems that are intended to establish and protect such rights. It is a new field of study only recently being developed in China, while the US, Europe and Japan have long been in the leading position, both in terms of theory and practice. This is actually one of the important reasons as to why Chinese enterprises often have to pay a great amount of loyalties each year to foreign intellectual property owners. However, China has been gradually developing this field. Based on the national business registration records, the number of intellectual property operation companies registered in China has been doubled each year in the recent three years.

At the end of 2016, Patent Management Director of the SIPO, Lei Xiaoyun, stated that: "After more than two years of continuous searching and studying, intellectual property, innovation resources, industrial development, and financial capital have been integrated quite effectively. We also began to build an intellectual property operation service system which includes those four elements, namely platform, institutions, capital, and industry. Nationwide intellectual property operation business is gradually developing." Director Lei Xiaoyun also pointed out that: "Innovation is now the number one driving force for development. How to accelerate the speed of integration of intellectual property, industrial innovation, and economic development through the development of intellectual property service sector and how to reinforce industrial development through intellectual property operation are the two challenges we have to solve during the process of supply-side structural reform and when we are moving up to the next level of industrial development. "

Being the core functional area where Shanghai is relying upon when building a globally renowned technology and innovation center, Juyuan New Area, in the recent two years, has been focusing on building an intellectual property-based technical service zone and has succeed in attracting numerous highly reputable intellectual property service companies, such as, 上海盛知華、南京縱橫、超凡股份、深圳君盛.

In order to enhance brand awareness and to increase the influence of such core and such technical service zone, Juyuan therefore will organize the 2017 China Intellectual Property Commercial Operation Conference in conjunction with the National Eastern Tech-Transfer Center ,CIPOA (China Intellectual Property Operation Alliance), Rongcheng (Shanghai) Intellectual Property Co., Ltd., and IPRdaily, and will invite domestic and foreign experts to share their experiences so as to further the development process of intellectual property commercial operation in China.
