分論壇一——廣東省知識產(chǎn)權(quán)十五五規(guī)劃閉門研討會

廣東省市場監(jiān)督管理學(xué)會與廣東中策知識產(chǎn)權(quán)研究院作為廣東省知識產(chǎn)權(quán)“十五五”規(guī)劃共同編制單位，特策劃本次交流會，廣邀專家，圍繞“十五五”時期廣東知識產(chǎn)權(quán)發(fā)展的關(guān)鍵領(lǐng)域、核心議題和重大舉措進(jìn)行深入研討，為規(guī)劃的科學(xué)編制提供堅(jiān)實(shí)的智力支撐和實(shí)踐參考。

分論壇二——鋰電池行業(yè)的知識產(chǎn)權(quán)博弈：全球沖突與中國企業(yè)的破局之路

全球鋰電池技術(shù)國際沖突加劇，德國法院連續(xù)發(fā)布禁令，國內(nèi)競爭也日趨激化。中策聯(lián)合中國專利保護(hù)協(xié)會鋰電專委會共同發(fā)起本次專業(yè)研討。

邀請歐洲法律專家、企業(yè)代表、知識產(chǎn)權(quán)與競爭法學(xué)者、司法審判專家等深入探討中國企業(yè)應(yīng)對國際訴訟的有效策略，構(gòu)建專利防御與技術(shù)創(chuàng)新并重的生態(tài)體系的可行路徑，為中國鋰電池產(chǎn)業(yè)在全球化競爭中實(shí)現(xiàn)突圍提供思路。

分論壇三——加速綠色技術(shù)轉(zhuǎn)移，化解IP沖突

在全球碳中和目標(biāo)下，綠色技術(shù)（清潔能源、循環(huán)經(jīng)濟(jì)、碳捕集等）已成為轉(zhuǎn)型核心，但技術(shù)轉(zhuǎn)移面臨嚴(yán)峻的專利壁壘與IP糾紛。

本次研討研討邀請企業(yè)代表、WIPO綠色技術(shù)專家、仲裁調(diào)解專家等聚焦"綠色專利"訴訟強(qiáng)勢與發(fā)展中國家維權(quán)弱勢的顯著差異。探討加速綠色技術(shù)轉(zhuǎn)移的路徑。為創(chuàng)新糾紛解決機(jī)制，包括采用仲裁與調(diào)解的ADR方案、構(gòu)建低碳技術(shù)專利池等，最終建立兼顧創(chuàng)新激勵與技術(shù)普及的"綠色I(xiàn)P"協(xié)作生態(tài)。

分論壇四——新能源汽車標(biāo)準(zhǔn)必要專利（SEP）的挑戰(zhàn)與協(xié)作路徑

隨著新能源汽車行業(yè)的迅猛發(fā)展，關(guān)鍵技術(shù)領(lǐng)域?qū)?biāo)準(zhǔn)必要專利(SEP)的依賴日益加深，由此引發(fā)的專利許可糾紛也日趨頻繁，特別是傳統(tǒng)車企與通信/電子企業(yè)之間的許可沖突不斷升級。聚焦海外訴訟和許可最新動態(tài)、全球技術(shù)標(biāo)準(zhǔn)不統(tǒng)一導(dǎo)致的許可費(fèi)率爭議、FRAND原則適用性分歧，以及跨行業(yè)許可規(guī)則缺失等問題展開研討。以形成SEP對新能源汽車產(chǎn)業(yè)的影響與應(yīng)對策略；推動跨行業(yè)（汽車、通信、法律）對話，形成許可協(xié)作機(jī)制；為政策制定者提供標(biāo)準(zhǔn)化與知識產(chǎn)權(quán)保護(hù)的參考建議。

Forum I – Closed-Door Workshop on Guangdong's 15th Five-Year Intellectual Property Plan

As co-drafting units of Guangdong Province's Intellectual Property "15th Five-Year Plan," the Guangdong Administration for Market Regulation Society and CSIIP have specially organized this exchange conference. We extensively invite experts to conduct in-depth discussions on key areas, core issues, and major initiatives for Guangdong's intellectual property development during the "15th Five-Year Plan" period. This aims to provide robust intellectual support and practical references for the scientific formulation of the plan.

Forum II – IP Battles in Lithium Batteries: Global Conflicts and China’s Breakthrough Strategies

Global lithium battery technology international conflicts are intensifying. German courts have issued successive injunctions, while domestic competition is also growing increasingly fierce. Co-hosted by CSIIP and  the Lithium Battery Committee of China Patent Protection Association, this professional symposium has been jointly launched. This roundtable gathers:

● Chinese industry representatives
● IP scholars
● Judicial experts

Topics include:

? Strategies for industry collaboration;

Forum III – Accelerating Green Tech Transfer: Resolving IP Conflicts

Green technologies (clean energy, circular economy, carbon capture, etc.) are central to global carbon neutrality goals, yet tech transfer faces patent barriers and IP disputes. This session convenes:

WIPO Green Technology experts
Arbitration/mediation specialists

Key discussions:

Addressing the disparity in "green patent" litigation power between developed and developing nations;
Mechanisms to accelerate green tech transfer;
Innovative dispute resolution (e.g., ADR, arbitration, mediation);
Establishing low-carbon patent pools;
Creating a collaborative "Green IP" ecosystem that balances innovation incentives and technology accessibility.

Forum IV – SEP Challenges in New Energy Vehicles: Collaborative Solutions

As the NEV industry surges, reliance on Standard Essential Patents (SEPs) has triggered frequent licensing disputes—especially between traditional automakers and tech/communication firms. 

This forum examines:

Latest overseas litigation and licensing trends;
FRAND fee disputes caused by fragmented global standards;
Cross-industry licensing rule gaps.

Goals:

Analyze SEP impacts on NEVs and propose countermeasures;
Foster dialogue among auto, tech, and legal sectors to build licensing frameworks;
Provide policymakers with standardization and IP protection recommendations.
